They have a firewall and it blocks almost all outgoing ports, stopping fsockopen from working.

So what about inbound ports? Does it block those? And how about things like port 25? You could repurpose a port for something other than what it's normally used for. Or maybe you can't. Depends why you're opening fsocks.
