Why not have a topic where people can request modship without fear of it not happening? Also, they should be able to nominate members. As in:

I (somehow) got that by thinking that about 1/4 of the users on any forum are non-active. So that would pretty much lead to 100 users per mod. And I'm talking about REALLY active mods. Like people that come on every day.
