Homicide: Life on the Street

I've only watched Season 7 Episode 17: Zen and the Art of Murder. We watched it during a class called Law and Order where we pretended to be lawyers. People called me Frank, people wore suits, people were killed over spoons, and people went to imaginary jail.

As far as I can tell, the moral of that episode was this:
"Don't give homeless people spoons. They will kill you and consume your corpse. They can get their own spoons."

Has anyone else seen this? It seems like a rip-off of every other crime-solving show, and they even have some of the same actors as other shows. But it aired for at least 7 seasons so somebody must have liked it. They had some weird ways of putting emphasis on seemingly unimportant phrases. They would repeat the last word that was said in the phrase, and move the camera to a different angle on each repeat, but the transition was jarring and made it funny instead of dramatic. "He gave me a spoon spoon spoon spoon spoon" became an inside joke between the people in that class.
