port 9090 is an http (website) port. Only browsers can go there. frogbox.es:9090 is a browser-based IRC client that itself connects on frogbox.es:6667 and then sends your browser the stuff on port 9090. frogbox.es:6667 is an IRC port. Only IRC clients can make sense of the stuff that comes out of 6667. If you try to connect your browser to port 6667, the IRC server will go along with it for a while, but since your browser can't provide any information like your nickname or anything else, it'll tell you that you ran out of time to tell it your nickname, username, and more, and then terminate the connection, at which point your browser thinks that the "page" is done loading and shows you the chat log so far:
