So you're saying that there are actually parentheses making it (1/2)*((1/2)+(1/2))? Then that would come out to one half. Still not one fourth.

Well, if you halved half and half then you'd have fourth and fourth. When you evaluate that, then you come up with a half, but before it was half, it was fourth and fourth.
