Dropdowns can be modified. Modification prevention would require server validation which is more effort than it's worth because it's not worth much.

The point of the dropdown menu isn't to restrict what people can put for sizes (unless I'm interpreting it incorrectly). It's just to show the different sizes and make it easy to select.
