you can propose rules etc by saying the rule and the rule number starting with 1, and counting up by 1s
they become officially established if they gain 2 votes before there are 2 votes against it (not counting your first proposition)

those were also always in play

rule proposers of prime numbered rules (only rules) that get passed gain 1 ogden when the rule is passed

the president is elected with a plurality of votes if no candidate has gained more than 3 votes before 24 hours

the president's votes for proposals count as 2- they can instantly ratify anyone else's proposal or banish it
