It looks the same, and the wording on most things is the same:
You can add new tags and edit existing ones. For a brief instruction on how to:
In the name column put the name of the bbcode e.g for [ center] you would put center into it.
In the value column, you put either 1 or 2. If you put 1, it is a tag of the form [foo]foo1[/foo]. If you put 2, it is a tag of the form [foo=foo1]foo2[/foo].
In the output column, you put the html output of you bbcode. Following the above example, foo1 would be $1 for use in the output, and foo2 would be $2.
To add a new one, simply edit the values in the row with the name "New".
From your language file:
'instruct1' => 'Here you can add new tags and edit existing ones. For a brief instruction on how to:',
'instruct2' => 'In the name column, you put the name for the bbcode. For existing ones, you can edit it.',
'instruct3' => 'In the value column, you put either 1 or 2. If you put 1, it is a tag of the form [foo]foo1[/foo]. If you put 2, it is a tag of the form [foo=foo1]foo2[/foo].',
'instruct4' => 'In the output column, you put the html output. Following the above example, foo1 would be $1 for use in the output, and foo2 would be $2.',
'instruct5' => 'To add a new one, simply edit the values in the row with the name "New".',
I've highlighted noteworthy similarities in bold. In particular, look at the "For a brief instruction on how to:". It makes it seem like what is to come is a list of things that you can do, while in actuality what follows the instructions themselves. Such wording cannot be coincidence.
