In the first part of the article:

There is a conflict between the phonetic definition of "vowel" (a sound produced with no constriction in the vocal tract) and the phonological definition (a sound that forms the peak of a syllable).[1] The approximants [j] and [w] illustrate this conflict: both are produced without much of a constriction in the vocal tract (so phonetically they seem to be vowel-like), but they occur on the edge of syllables, such as at the beginning of the English words "yet" and "wet" (which suggests that phonologically they are consonants). The American linguist Kenneth Pike (1943) suggested the terms "vocoid" for a phonetic vowel and "vowel" for a phonological vowel,[2] so using this terminology, [j] and [w] are classified as vocoids but not vowels.

I'm competely brainfarting now from linguistic jargon overload or whatever, so I'll concede your point about spoken language and move on to the argument that English requires at least one vowel per syllable, and since w cannot be that vowel, only affecting the sound of the actual vowel, it remains a consonant, albeit more vowel-like than other consonants.

A syllable can have 2+ vowels in the sense that together they make a new sound, but something like 'au' doesn't constitute a vowel to me. It's the same thing with something like 'sh': it's made of two consonants, but the new sound that gets made isn't a consonant in and of itself, just a 'blend' of the two.
A parallel circumstance for me is the letter r. Just because 'ar' 'er' 'or' 'ir' 'ur' make new noises doesn't really make r its own vowel.
The 'sometimes' argument goes for y, but not so much for w because you'd never see w as the lone vowel, while "fly" is definitive proof of y's vowelness.
